Best places for discount designer clothing and handbags in NYC?

Going to NY in March and want to do some serious shopping without breaking the bank! What are some good places to try? I've heard consignment stores are good, but not sure.
Well, if you don't want to do consignment shops, you can try some of the discount department stores around Manhattan:
Century 21 - http://www.c21stores.com/home_page.asp
or
Daffy's - http://www.daffys.com/
But I suppose those aren't entirely unique to New York. For a fairly nice consignment shop City Opera is nice on 23rd St. as is the Housing Works, with a branch just down the street on 23rd (plus other locations)
